Gullisuwa (Nigerian Milk Balls)

Gullisuwa are small fried milk balls from northern Nigeria, sold on the street and served at weddings and festivals. The dough needs only powdered milk, sugar, cornstarch and a little vanilla, so the pantry does most of the work. Oiled hands keep the rolling easy, and a quick fry gives a browned outside with a sweet, milky bite. Cooks sometimes stir in chilli, cashews or coconut for variety.
Instructions
Put the powdered milk, sugar, cornstarch and vanilla powder in a bowl and stir until the mixture looks even and no streaks of any one ingredient remain.
Add water a little at a time, mixing as you go, until the powder comes together into a dough that holds its shape.
Rub a little vegetable oil on your hands so the dough does not stick, then roll it into small balls.
Heat vegetable oil in a deep pan and fry the balls until they are browned all over, turning them if needed so they color evenly.
Lift the fritters out of the oil with a spoon and let them drain in a sieve. Serve them fresh.
